What staff in runescape should I buy?

I am a level 11 combat but level 15 magic.( I got hacked so restarted) so anyways I was using the air staff. but I was wondering if I should get another type of staff that would help. because it would be easier on me to buy air runes since they are cheaper. so what staff should i get earth, fire, or water?
