My Female cockatiel isn't looking after her eggs should I incubate them?

I have a male and female cocktiel and the female is laying eggs. she doesn't look after them very well. like she accidentally stands on them. this is the second time she has layed eggs and none of the hatched. Should I incubate them under a Light??
