Why are the dragon and rune hatchet the same speed on runescape?

I thought the dragon hatchet is better than rune hatchet but i already have 99 woodcutting. It is the same speed. Why is the dragon costs a lot of expense? Wtf? Runescape should fix it but they are too lazy to fix it. RIP OFF!
